In the consumer-directed model, an Employer of Record (EOR) must be identified before services can begin. The EOR is the person responsible for handling employer-related responsibilities for the caregivers who provide support.
This role can be filled by the individual receiving services, a family member, or another trusted unpaid person selected to take on these responsibilities.

In many situations, the person receiving services may choose to act as their own EOR. Otherwise, they may designate someone they trust. Typically, an EOR supports one individual unless multiple individuals live in the same household. Please note: The EOR cannot be paid to provide care and cannot serve as the caregiver.
